The Minnesota Lottery was created by voter approval in Nov. 1988. The first MN Lottery tickets went on sale on Apr. 17, 1990, with Lotto Minnesota launching Aug 14, 1990. The Minnesota Lottery replaced Lotto Minnesota with multi-state Powerball on Apr. 19, 1992.
